"I love, she loves, we love Chick-fil-A as a franchise of faith", Pruitt told a reporter for Nexstar Media Group, which owns local television stations around the country. Two, he thinks looking for lotion accompanied by a full security detail is an OK use of time and resources.

A spokesperson for Chick-Fil-A confirmed to ABC News that Pruitt had used his official position to lobby the company for a "business opportunity".

Ethics rules prohibit officials from using their office for private gain.

However, with Pruitt blunders maintaining footholds in the news cycle, some Republicans look eager to call out the EPA chief.

Environmental Protection Agency chief Scott Pruitt announced the resignation of his senior legal counsel on Thursday, the second departure of a top aide in as many days and one of a half-dozen since April amid unending barrages of ethics complaints and federal inquiries. Joni Ernst (R-Iowa) said at an energy policy forum in Washington on Tuesday that Pruitt is "about as swampy as you get here in Washington, D.C". Pruitt was unapologetic. News broke Wednesday that two top staffers of Pruitt's who received five-figure raises in their first months on the job had resigned.

Kurlander said that the EPA administrator's wife "started, but did not complete, the Chick-fil-A franchisee application" and added that Pruitt's wife is not now and has never previously been a franchisee for the company.

Pruitt in a statement called Hupp a "valued member of the EPA team from day one".

Pruitt in appearances before congressional hearings this spring has denied responsibility for any ethical lapses, saying subordinates made those decisions.

Sen. John Kennedy, R-Louisiana, said Thursday that while he agrees "with numerous new policies of the EPA", not all of which he says are attributable to Pruitt, he thinks that lately the EPA administrator has been "acting like a moron".

Hupp recently testified before the House oversight committee that she did many personal tasks for Pruitt, including house-hunting and inquiring about obtaining a used Trump hotel mattress.

"The administrator didn't mention a specific topic but I will touch base with him to see if there is one", Hupp said in one email.
