In a debate that has been playing out on Twitter, in no small part because senators have not been on Capitol Hill for several days even as the shutdown has continued, Rubio has argued that the shutdown is not really why a number of Democrats are pushing to block the foreign policy bills.

But Trump had already flatly rejected that idea in the speech that preceded their remarks. Specifically, Tlaib is referring to legislation that Senate Majority Leader Mitch McConnell (R-Ky.) has said he intends to prioritize in the new congressional session.

Trump's wall has transcended typical Washington bickering over policy goals to become a political battle over the central ideologies of both parties. Furthermore, Trump has said he has not ruled out the possibility of declaring a national emergency in order to build the wall.
